Utility Payment Options (2024)

There are several payment options available for utility accounts in the City of Saginaw. To receive same-day credit, payments must be posted no later than 5:30PM. Any payments posted after this time on the due date or disconnect date will be subject to additional fees.

Pay Online

View and pay your utility bill using the city's online utility payment portal.

  • Log into the portal by entering your account number and PIN as it is printed on your utility bill. The PIN is an 8-digit number printed just below the account number.
    • If you changed your PIN/Password and forgot it, you will need to reset it by clicking on the "Forgot Password" button. Contact the Utility Billing Office for any assistance at 817-232-4640.
  • After signing in, hover over "Action to Perform" Button and select "Make a one time payment."

Pay by Phone

The City of Saginaw provides a convenient payment option for utility bills, allowing customers to pay by phone using the 24/7 automated system. Payment methods accepted: Visa and MasterCard

  1. Have your utility bill ready: For convivence, please have the following information available:
    • Utility Account Number
    • Account PIN (located on the upper right-hand corner of your utility bill)
    • Zip Code
  2. Call 817-968-3050

The City of Saginaw Utility Billing staff cannot take payments over the phone for security reasons, please use the automated phone line.

Pay by Mail

Use the return envelope included with your bill when mailing payment and enclose the return portion of your statement to insure proper handling. Checks or money orders should be made payable to the City of Saginaw.

The Utility Billing Department is always available for any and all customer service needs. Customers can make payments by cash, check, money order, credit card or debit card (Master Card or VISA only).

Pay by Autopay

Online Autopay
You can register your utility account online and set up automatic payments on a credit card or through your checking or savings account.

To setup autopay:

  • Log-in to your online payment account.
  • You MUST change the PIN that was originally assigned to the account to a password of your choice.
  • After making that change, drop down the action box and select the autopay that you prefer. You will have two (2) choices, Bank Draft, or Credit Card Draft.

  • Complete anAutomatic Payment Authorization Form
  • A copy of a government issued ID and a voided check, showing the routing and account number, will be required to enroll.

Payment Arrangement/Extension

If you find yourself experiencing a financial hardship, you may request a payment extension by leaving that request on the extension phone line, 817-230-0326, email the Utility Billing office, or through online correspondence in your utility payment account.

Please ensure to provide your name, address, the amount to be paid, the date to be paid, and a telephone number.

Please note that payment extensions must be paid by the date and in the full amount you stipulate when setting up the arrangement or your account will become ineligible for payment extensions for six months.

In order to avoid disconnection, payment arrangements must be made no later than 05:30PM the day

before

your scheduled disconnection date. Payment arrangements will

NOT

be granted on the disconnection date.

For eligibility requirements and to apply, applicants need to complete an application online or by mail. You may apply online or pick up a paper application from our Utility Billing Clerk in the office. An intake specialist will contact you once your application is received. If you need to check the status of your application or a follow up question,

You are responsible for paying your bill until your application is processed and you are notified by a caseworker. Approved payments are provided directly to the City of Saginaw from CAP.
